Excentium, Inc. is proud to be a prime contract holder of NAVSEA’s Seaport-e Multiple Award Contract (MAC) vehicle.

Seaport-e is the Navy’s electronic platform for acquiring engineering, technical, programmatic, and professional support services. Customer commands that will be supported on Seaport-e include, but are not limited to: The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, Military Sealift Command, United States Marine Corps, and all Navy Program Executive Offices, Directorates, and field activities.

Excentium can provide services in the following zones:
Zone 1: Northeast Zone – New York, Pennsylvania, New Jersey, Connecticut, New Hampshire, Vermont, Maine, Rhode Island, and Massachusetts
Zone 2: National Capital Zone – Washington D.C., Northern Virginia, Maryland, West Virginia, and Delaware

Excentium’s corporate Quality Management Program (QMP) guides all work on the contract including individual Task Order Quality Control Plans (QCP). Excentium’s QMP provides processes to monitor and evaluate adherence to processes, procedures, requirements, and standards related to product and service quality. It is a project management and process excellence function that involves reviewing and inspecting project-required products and activities to verify compliance with applicable requirements, procedures, and standards. QC processes provide visibility for the results of the quality reviews and inspections within Excentium’s overall Program Management function. They are an integral part of all program activities. The overall result is improved compliance to contractual requirements and industry best practices and to establishing a continuous improvement and total quality mindset.

Contract 1: Defense Health Agency (DHA) Cybersecurity Planning and Management
We provide Program Management, Cybersecurity policy support, interoperability, Identity Protection and Management (IdP&M), web and database support, on-site Administrative support, and Enterprise Architecture (EA).

Functional Area 2 (Engineering, System Engineering and Process Engineering Support): Excentium provides EA support to the DHA under this contract. We support the DHA EA Branch’s ongoing efforts in the area of DHA technical and data standards. Our Enterprise Architects provide EA services in accordance with Federal Enterprise Architecture (FEA), Federal Health Architecture (FHA), Global Information Grid (GIG) architecture, Net-centric Enterprise Services (NES), DoD Business Enterprise Architecture (BEA), DoD Architecture Framework (DoDAF), standards.

Functional Area 5 (System Design Documentation and Technical Data Support): Excentium supports the implementation of technical and data standards (i.e., information, data representations, security communications, network and systems management, information processing, web, etc.).

Functional Area 11 (Quality Assurance (QA) Support): Excentium personnel developed and maintain an effective quality control program to ensure services are performed in accordance with program requirements. We developed and maintain procedures to identify, prevent, and ensure non-recurrence of defective services.

Functional Area 12 (Information System (IS) Development, information Assurance (IA) and Information Technology (IT) Support): Excentium provides Information Assurance (IA) support services, manage databases and performs IT analysis. We support the data collection, organization, storage, and presentation tools needed to support the CSD mission, including design, development, and maintenance of various databases and Web Sites built to support the program. Excentium provides support of the day-to-day operations of IdP&M technologies including Public Key Infrastructure (PKI). We provide support to CSD customers in the implementation and documentation of PKI. Excentium provides oversight and management of the Defense Information Systems Agency (DISA) Vulnerability Management System (VMS).

Functional Area 18 (Training Support): Excentium provides end user training of eMass administration, DoD PKI, Ports, Protocols and Services (PPS) management, and IAVM Standard Operating Procedures (SOP).

Functional Area 20 (Program Support): Excentium provides program management and policy support to the Director of the CSD. Management functions include: resource management and scheduling, risk and issues management, and finance and budgeting activities.

Functional Area 21 (Functional and Administrative Support): Excentium coordinates the facilities, remote participation capability and speakers, and collect audio recordings of various meetings. Our administrative assistants coordinate all aspects of read-ahead materials in both hard copy and electronic form.

Contract 2: DHA National Capitol Region (NCR) IT/IM Support Services
On this contract we provide Information Technology (IT) and Information Management (IM) Services to the Department of Defense Joint Medical Facilities in the National Capital Area (NCA)/National Capital Region (NCR). We provide a gamut of support resources related to IT/IM. Inherent in providing the below services.

Functional Area 2 (Engineering, System Engineering and Process Engineering Support): Excentium provides Information Systems Engineering Support in the areas of IT Strategic Planning, Business Process Engineering, and Overall Project Support for the Information Technology Department. In this area, Excentium provides expertise to assist with project planning and execution.

Functional Area 6 (Software Engineering, Development, Programming and Network Support): Excentium provides Applications Development Support Services in the areas of Web Development, SharePoint development, Decision Support Software and other business application planning and development. Excentium provides IT Subject Matter Expertise (SME) in the planning, analysis, development, testing and implementation of various custom software assets.

Functional Area 12 (Information System (IS) Development, information Assurance (IA) and Information Technology (IT) Support): Excentium provides Information Assurance/System Security Support in the areas of Vulnerability Management, Disaster Recovery, and Security Training and Education. In this area, Excentium assists with the monitoring and management of assets on the secure DoD network. Excentium supports Systems Operation and Maintenance in the areas of Network and Data Center Technical Operations Support, Wired and Wireless Telephony Support, Video Telecommunications Support, and Message Center Support. In this area, Excentium assists with the ongoing management and maintenance of the network and server infrastructures.

Excentium supports a full service (Tier I, Tier II, and Tier III) IT Help Desk utilizing government provided Trouble Ticket software and various other software tools. Excentium supports IDN, LAN, WAN, Wireless and Internet (SIPRNet/NIPRNet).

Contract 3: Army CIO/G-6 Cybersecurity Support Services
Excentium provided Information Technology (IT) support to the US Army Chief Information Officer (CIO)/G6, Cybersecurity Directorate (CSD). We provided CS/IA product; policy and tactics, techniques and procedures expertise; and technical, management, and administrative support services to support Cybersecurity/IA initiatives.

Functional Area 12 (Information System (IS) Development, information Assurance (IA) and Information Technology (IT) Support): Excentium was responsible for setting the strategy, test requirements, and success criteria for the IA/CS portions of the System of Systems (SoS) Network Vulnerability Assessment (NVA) and the Network Integration Evaluation (NIE). Excentium directed a team of penetration testers, wrote test plans, tracked vulnerabilities in a POA&M, and evaluated operational impact, refined testing methodologies, and incorporated the IA SoS NVA program in to major Army initiatives such as the NIE and Common Operating Environment (COE). Excentium reviewed, maintained and developed Vulnerability Assessment and Penetration testing criteria. We developed objectives to define IA/CND requirements. We developed guidance to assist with migrating Internet-facing applications to a certified DoD DMZ.

Functional Area 3.20 (Program Support): Excentium provided program management and policy support to the US Army CIO/G-6 CSD. Management functions included: resource management and scheduling, risk and issues management, and finance and budgeting activities.

Functional Area 21 (Functional and Administrative Support): Excentium supported the activities of the CSD working groups and subgroups, maintained the working group charters. Our administrative assistants prepared agendas prior to each meeting, and coordinated all aspects of read-ahead materials in both hard copy and electronic form. We prepared draft meeting minutes from recorded information and notes, and incorporated modifications after review by the CSD staff.

Excentium provided on-site office management support in a highly integrated and close working environment with the Army CIO/G-6 CSD. Our administrative assistants coordinated with the government on task status and approval for submission.

CSRA Technical Experience

Period of Performance: 7/27/2015 – 2/26/2020
Perform: Provide lifecycle support for the deployed surface combatants and support in the transition of new baselines to the fleet. Support computer program products in the form of corrections, enhancements, and engineering changes for Navy surface combatants. Perform engineering studies and data analysis/reports to meet emergent Navy requirements. Assist in the definition of future high-performance architectures, activities, and support the development and implementation of computer program development processes.

Perform: The contractor will be responsible for assisting in developing, operating, and maintaining a research and development network and database infrastructure, and is also engaged as part of a collaborative and national initiative to test and evaluate cyber security and cyber warfare capability.

Perform: Engineering services in support of the Naval Architecture and Engineering Department Code 80 and other organizations associated with the Naval Surface Warfare Center Carderock Division to provide technical support for data analysis, control system development and software development and modifications. The work performed will be in support of various submarines, surface ships, submerged vehicles, and other autonomous vehicles going through both air and water and associated trainers and simulators from any of the above.
